The bug still exists in v1.3.6

Found out how to reproduce this bug: It only happens when the map doesn't fit into the window and scroll bars appear. The smaller the visible portion of the map, the more of it is blocked of for placing player starts. The accessible portion seems to be the same size as the visible region. This also ...
