A sword is for swinging, but if I'm going to throw it, I'm throwing it point-first.

I think the key here is that when "you" pick up an item with your mouse and "throw" it in the window, it's not intended mechanics-wise to be a "weapon". If it were, then I think the argument would be "you shouldn't be allowed to do that while your party members are on cool-down".

Basically, the throw you're talking about is merely a UI function for interacting with the environment, not intended as a combat attack function.
