The "retroactive" thing is just a safe guard. If we realize we haven't taken something into account when creating the rules, we need the new rules to apply to mods that were created before the rule was added to avoid us from getting into trouble (legal or otherwise). All in all, if you just use common sense you shouldn't need to worry about the rules that much.

Btw, the rules will be revised when the dungeon editor is released.
