you can't proc the special attacks if you don't have enough Energy to pay for them...

There, i know you can't proc without energy, i was mentioning that for me, it's easier to proc when i'm on 80% energy than on 20% (counting that i CAN proc because i've got energy), but that may be just luck

i'd be rather surprised if the ratio of your current : max Energy had any effect on probability of activating a special because i haven't noticed any such, and no one else has mentioned it. i'd chalk it up to superstition and wishful thinking until i had solid documentation.

Indeed, that's what i said that i did not tried it with pen/paper, and i actually put it down the lucky side of the list, if i test it, i will make a post, 'till then, just wish they proc! ^^

so far, i haven't got anything but ambiguous or negative results. seems random still. haven't done much, lacking time right now.
