[Bug] Frost Bolt spell scroll still missing on Nex

Actually more an oversight than a bug but still relevant for new players.
The Frostbolt spell scroll is present in the editor and everyone who played LoG before prolly didn't notice it's actually not to be found on the Isle of Nex. Yet any new player won't know it's there; just met such a poor guy on Steam who didn't knew Frostbolt exists.
