Using weapon skills?

For example, level 10 sword skill provides "Slash". Is this just a passive effect or does it have to be activated somehow? Thanks!
There is a random change of your character performing that special attack. You will see the name of the skill pop up together with the damage numbers when it's performed.
Basically they are critical hits with a bonus effect.
