Low CPU Usage
Sometimes when I fire the game up I get 20-30 frames, where normally I'd be getting 60-90, Window or Full Screen no matter. Running in window mode makes it easy to see CPU usage. Right now for example my game while in it and task manager in the background updating, the game is using 8 to 13% of my cpu and 27 fps. When it loads it the cpu is used in full for a few seconds. I've tried affinity and priority, they do nil.
Anyone else? Any ideas?

Are you playing on a laptop or desktop?

Desktop. I'm trying some random stuff, I'm pretty sure a reboot will do it. But I toggled Pyhsx from Auto to GPU and one time it started up with 60+. All the other times so far mid 20's.

Hmm... When you get to the main menu, try alt-tabbing to your desktop, then back to the game.
That helps with my lag somewhat.

Good idea, I believe that was a fix for some running Batman AC for a while.
For my testing I can run simply in windows mode and see task manager on the side. I can alt-tab in and out, click in and out. No difference, barely using the CPU, acting like a background app.

Rebooted, back over 100FPS. Even then the game is only using 50% of the processor. Something seems odd.

Try activating V-sync.

Actually LoG 1.1.3 is happy with a 2003 Northwood P4 CPU already but it wants a little bit more performance and RAM on the GPU side, nothing exciting as long as you don't touch a notebook, something like the good old RV670 is sufficient already. Sadly the GPU world of notebooks still looks different.
