Accuracy and Throwing?

Hello,

so starting a new party after I testet the game (1 Boss down).
My Question is: Can Throwing miss? A Mino Barb has -8 acc (with no additional points in dex).
Do I need to skill Accuracy or can I invest my points in something else like critical?

EDIT: Ok u can miss with throwing so one does not simply ignore acc.

A related question: does bomb damage scale with any skills or stats? (Even better: does throwing let you dual-toss bombs at rank 5?)

Throwing lvl 5 will let you dual-toss bombs(1 Bomb in each hand).
