Rapier issues? (dual wield/strength scaling)

Got a human rogue level 3, 3 skill points in light weapons and somehow the penalty on the rapier is more than 25% when wielding 2 weapons.

The dagger is 7-21 normally which seems to be OK, but it looks like the rapier is losing the non-rogue 40% damage still.

Another point: Shouldn't it be a dex scaling weapon? I think it doesn't matter how hard you pierce, just where you hit and if you pierce at all.

Just to make the update visible: It's exactly the same with the machete. It's a light weapon that scales with stength (which fits in that case) and it's downscaled by ~40% in dual wield by rogues... and in both cases it doesn't matter in which hand the weapon is.
