I'm pretty sure it's the same as in LoG1; you can turn off dynamic ones by setting shadow quality to "Low", and you can turn off most shadows altogether by setting render quality to "Low". Of course, the latter will also turn off shaders, most lighting, etc...
If you're willing to fiddle with the debug console, you could try attaching a
LightComponent to the party to make things brighter. But I haven't tried this myself yet, and even if it works it would obviously cause a performance hit, so not ideal.
