Evasion, Accuracy & Hit %s

We're trying to figure out the math behind the stats of Evasion and Accuracy.

Let's say a party character with 0 accuracy attacks a monster with 10 evasion - what is the % chance that they will hit? 90%?

Is the base % chance to land a hit equal to 100 if the attacker's accuracy is 0 and the defender's evasion is 0?

Does evasion as a stat function exactly the same for party characters as it does for monsters?

Did a couple tests - it looks like the formula is roughly:

%Hit = Accuracy - Evasion + 60

However, it seems to cap on the high end at roughly 95% and on the low end at roughly 5%. It also looks like at very low Accuracy - Evasion (like -40 or less) the % hit is actually slightly better, by about 5%, than what is predicted by my formula above.

Gotcha. So....with 0 accuracy from the attacker, and 0 evasion by the defender, you would estimate that the %hit chance is roughly 60%?
