I don't know if this is the intended behaviour or it's a bug (it does seem a bug to me because "volley of stars" description doesn't state "double throw" would not work otherwise).

The reason is I have a character with 5 skills in throwing. Throwing axes in one hand, shurikens in the other hand. When executing volley of stars, it will only throw the shurikens, but not one axe. I think there is no place in the description saying that when executing volley it will avoid double throw from happening.

Volley of Stars is a Special Attack.

The described behavior was introduced after i caught a bug with this special during 2.0.x beta. Back then "Double Throw" overruled this Special Attack and prevented it from working at all. Petri then fixed it in RC 2.1.1

Well, what's the verdict then, bug or feature?

I can confirm that double throw work the opposite way: Power throw an axe + throwing a shuriken.

Only Petri can answer if it's now a bug or feature. Back in beta the throwing axes had no special attack, so we didn't think about it.

Actually i'm ok with "Volley of Stars" not triggering the Double Throw. Shuriken thrown this way do 7 to 21 damage + strength bonus a piece so the volley deals 21 to 63 damage + triple(!) strength bonus.

A power thrown throwing axe compares to this with 18 to 54 damage + strength bonus. Paired with a regular second axe doing 9 to 27 damage + strength bonus one could do 27 to 81 damage + double strength bonus with a Double Throw. This means once the strength bonus deals more then 6 to 18 damage which it does at strength 28+ Volley of Stars remains the strongest throwing attack.
