Bug: onComputeCooldown doesn't work on RunePanel cooldown

onComputeCooldown hooks on traits work for attacks but not for spells cast with RunePanelComponent. The cooldown_rate stat works fine however.

Update: onComputeCooldown also does not work for CastSpellComponents, making this a bigger issue than I thought. It also doesn't work for bare-handed casting, forgot to mention that in my post (but it does work for bare-handed melee attacks).
